I would like to know if the renewal application for FCRA has to be made online or manual. Also, there is a deadline of April 30, 2015 prescribed for filing the renewal application but is there a stating date as well. If no such date is there, kindly let me know by when the NGOs can start applying for renewal.

In all matters of FCRA, it is better to err on the positive side. Better if every NGO submits FC5 by 30th April 2015. Is it not!
S. 12 (6) of FCRA Act makes all registrations granted under FCRA 2010 valid for 5 years from the date of issue. As per S. 11 (1) all registrations granted under FCRA 1976 shall be valid for a period of 5 years from the date from which this section came into force (we all know that the section became operative from the date FCRA 2010 became effective, i.e. 1st may 2011. Thus all FCRA registrations are valid till 30th April 2016.
Rule 12 of FCRR 2011 covers the renewal part of registrations. Renewal applications have to be made in Form FC-5. The form is available in PDF format on FCRA website. For your convenience, copy of form is also available at SRRF website. You can download the same from following link.

Form needs to be filed 6 months before the date of expiry of registation. However an organisation implementing multi-year projects would need to apply 12 months before the expiry of the FCRA registration certifcate.
Presently there is no commencement date prescribed by the Dept. but I would feel that one should wait as long as one can wait for some instructions from the Dept. on the same, otherwise one could file a renewal application say around 30 days prior to due date.
