Query:- FCRA- Receipt of medicines from abroad.

Dear Sir,

Greetings from New Life!

We received Vitamin A capsules from a foreign agency for one of our projects. However the capsules were sent to one of the organisation in India and then resent to us from the Indian organisation. How this is to be accounted for? Is this to be reported to the Home Ministry. I think the old form for reporting articles received from abroad is Form 6. Now what is the form in which we should report?

Query-How to manage disposal of FCRA assets?

Does anyone know what are the norms for disposal of old vehicles under FCRA? We have very old vehicles; can we dispose of them? Do we need permission from someone and what does one do with the money?

Query- Donation by Indians staying abroad

I need clarification on FCRA contribution by Indian staying abroad. If an Indian staying abroad having Indian Passport and giving donation to the Trust, will it be treated under FCRA or not.

In serial number 3:  “Purpose of FC funds received and utilized”, in the last column there is some information sought i.e. “Place with address of the specific activity”. I would like to know the extent of details that is expected to be provided in the column.

This is being asked specifcally in the context of CWS since we are operating in 5 states with around 120 networking partners.

Query- Payment of PF

Dear Friends,

Greetings from Hyderabad!

As you are aware that from March 2012, the PF has been made online and the organizations are expected enter one instrument/cheque/DD number for the contributions. Moreover, it becomes difficult with the banks since they also expect us to submit a single instrument for challan.

I would like to clear some of by doubts:

  1. NGOs pay salaries from FC and LC accounts. In some cases the bank for LC and FC accounts are also different. So we have to give atleast 2 instruments/cheques to bank which they are reluctant to accept.
  2. In view of the above, is it a possibility that we open a separate account specifically for PF and transfer all the PF contribution to that account and release one cheque to bank?
  3. In case we do that, will it not amount to mixing of LC and FC funds.

Please send your feedback on the same.

Individual Effort turns a whole area into Green Oasis

Most of us do not take initiative on the pretext that a single man cannot make any impact of any significance to its environment. Well Gurdev Singh of Ganduwa village in Sangrur district of Punjab, is an exception. A frail man with little infrastructure to support has been able to turn whole of his village and surrounding area into an green oasis, envy of most villages in this part of the world.

Ganduwa village is part of Malwa region made infamous due to farmer suicides due to brackish water and infertile soil. However the village is one of the coolest and greenest in the area. Gurudev over last 25 years has single handedly been planting Triveni trees in his village. Triveni is a cluster of trees of peepal, neem and bohar. He has not bought a single sapling, since he finds these in the creeks of walls or wells. All he does is, takes these saplings from these creeks and plants them in nearby land and nurtures them. Initially planting on land of others did create problem, however he convinced people of the value, even taking help of religious scriptures. His greatest joy is when he sees people sitting under the shade of these trees. Singh is credited to have planted almost 1200 trivenis till now and has also inspired some of the younger men in the village to plant trees. Who says one man cannot make a difference. All that is needed is resolve and perseverance.

Malnutrition – New Thinking needed

Problem of malnutrition among children in India is well documented. Malnutrition levels are especially high in India’s poorest and most heavily populated states.  The data indicates that one out of every three children in India is born underweight, while one out of every two children, 47 per cent of children under five in India are either under-nourished or mal-nourished. This is despite having such large programs like ICDS and Mid-Day meal schemes in the country. There is an urgent need to look into the reasons for their ineffectiveness.

Malnutrition is often confused with starvation. Even children of well-off families may suffer from malnutrition. Some of the latest thinking talks of mass fortification of food as one solution. Several countries have opted for the mass fortification technique. Chile decided to fortify its staple flour with iron. The Chinese simply took soya sauce and added iron to it. Thailand developed certain grains of rice through biotechnology which have a high incidence of micro-nutrients in them. Even in India fortification of salt with iodine has been experimented with. Some development sector organizations in some regions of Rajasthan tried fortification of flour with iron. Perhaps malnutrition requires innovative approach with commitment that has been taken to eradicate polio.

Orphan children face hurdles in getting admission to schools

Presently under Right to Education Act 2010, one need to provide various certificates to prove the identity of child, these could include birth certificate, BPL card or caste certificate, etc. However one consequential effect of requiring such certificates is that orphan children, particularly the ones which are being taken care by Child Care Institutions, face problem in getting such children admitted to schools.

          In fact in case of private school, which now are required to provide admission to 25% children from EWS category, problem gets compounded, since no such certificate can be produced in case of orphan children.
