FCRA Annual Returns – Is online filing mandatory?

We have received following query from NASEOH on the topic “FCRA Annaul Returns”. Kindly give your responses.

Dear Sir,

We had filed our Annual Returns under FCRA with the Ministry of Home Affairs, Govt.of India, for the financial year 2011-12, before the due date i.e. 31st December 2012 offline.

On the website of Ministry of Home Affairs, we are listed under “Returns Non Filed NGOs” for 2011-12. Kindly clarify whether online filing of Returns in form FC-6 was mandatory for the year 2011-12 even though we had filed the Returns in hard copies.

    Greetings from Hyderabad!

    Kindly note that online filing is not compulsory as on date. Every NGO registered under FCRA has to submit the annual returns for the previous year prior to 31st December in the subsequent year.

    Coming to your query, please note the following:
    The address of the FCRA division has changed in the year 2012. They have shifted to a new office. My gut feeling is that the hard copy of the annual returns might have been sent to the old address. Kindly check the same.

    Even if you had sent the annual returns to the correct address, I would suggest that you send one more copy to FCRA with the copy of the previous postal acknowledgment also.

    Yes, compulsory to file on-line and then a copy offline!
