The NGOs are exempted from PF coverage till 31st March, 2015, a notification was published on 14 May 2010 by Ministry of Labour and Employment. Notification is attached here with for ready reference. After that there is no news if this exemption is extended for any period.
It is very important that many NGO were taking benefit of this notification now the question comes that these NGOs have to register with PF department ? or should wait for extension of notification? click here for PF notification

This notification was issued by central Govt, but had a number of restrictions. Even the PF Dept. never gave it much publicity. Now that the Notification has expired, we could wait for extension, but then it would be at our own risk. Hence NGOs should get ready to start paying for PF and get the organisations registered under PF.

The subject exemption ceased to be effective from 1st April 2015 unless new notification is issued by the concerned Ministry. All registered CSOs should build statutory benefits such as PF and Gratuity (preferably insurance linked Gratuity scheme) into their programme / project budgets. If not, deduct from the payable salary with permission from both the concerned Donor and its own Board and in consultation with the staff. Staff should be explained how essential statutory benefits are. CSOs are expected to be proactive in favor of the generally ill paid staff.
