List of foreign donors on Prior Permission of FCRA Dept

FCRA Dept has further increased number of foreign organisations on Prior Permission List, which means that an NGO before receiving funds from these organisations would need to take prior permission from the FCRA Dept. It is likely that bankers may also not allow automatic credit from these funding agencies. Following is the current list (20 June 2016) of such organisations.

    I have tried to find out the list of organizations put under the “Prior Permission” category from the website of FCRA. I was not able to find the list. I would be interested to know if there is an official communication in this regard. Also, that not being the case then the there is no reason to seek prior approval from FCRA before receiving funds from these organizations. I have come across some instances, where, in the absence of any written communication, the banks have not prohibited the flow of money into the FCRA account of the concerned NGO.

    Please clarify.

      The list is not a public document – it has been compiled from newspaper reports, which are based on secret RBI instructions given to banks from time to time. The list presently has 21 names. https://mobile.twitter.com/FCRA2010/status/744843849793699840

      NGOs do not have to seek permission. The bank is required to refer these to MHA before crediting funds. If MHA permits, the funds are released. If not there are returned.

    Instead of perceiving this threat as a threat, why not this be seen as a challenge and opportunity for us to come together and reflect? Instead of wasting mental and physical time fighting the Government shall we utilise our valuable time among ourselves and above all the communities that is our constituency?
    Why not we learn from agencies like GOONJ that we can do it within India and make the ruling powers weak and helpless or to impose emergency? FundRaising is FriendsRaising. Today, we have friends all over the world but not to the desirable level within India- among the flourishing middle and upper middle class AND also the lower class looking towards the flourishing middle classes.
    A time has come to revisit MARX read with SARVODAYA and GANDHI AND recast in the context of devastating environment to find new strategies of ‘People Centered Activism’. We should reflect that success stories we talk of are heavily funded ones, our style of work has become luxurious and top heavy, the Indian funding agencies have become exploitative of the project holder like the foreign ones/CSR AND above all immense wastage of human power chasing funds and not the communities.
    I remember what Swamy Ramand Tirtha said something like…” You can break my back but you cannot make me bend”.
    It is time for us to reflect collectively and come out with new strategies following AHIMSA path. Our Aashramam will be happy to host at no cost one such meet if someone can take initiative. Initially, we should not exceed 50 persons but this is urgently needed.
    This is not just the concern of those already getting substantial funds but all in our Voluntary /NGO sector genuinely wanting to serve the community and liberate them.
