Opportunity to file Delayed annual returns – Final date ‎approaching fast ‎

All NGOs (or all those who are aware of any such NGOs) whose FCRA registration was cancelled are reminded to ensure that they upload their annual accounts at the earliest. This is a golden opportunity for all those NGOs whose FCRA is cancelled. They can file their annual returns for any defaults for the period between FY 2011-12 to FY 2016-17. THERE ARE NO PENALTIES. Further you get an opportunity to immediately apply for FCRA registration.

Last Date is 31st October 2019. But don’t leave till last, as there can be so many hurdles.

    This is a case of an organization having FCRA from 1986. Probably they have not got their renewal for not applying in time. The letter also indicates that they have a problem in changing to PFMS compliant bank. But the exemption quoted is for non-filing of annual returns. First he has to apply for change of bank account in FC-6C format. If he has not filed any annual returns in the past, he can avail this opportunity and file the same.

    Public Notice Dated: 1st August 2019: Exemption from the provisions of Section 14(3) of the Foreign Contribution (Regulations) Act 2010.
    Sir,
    Girijana Prajala Sangam is in the process of uploading for revival of her FCRA under the above one time sanction given by GOI. We seek the following clarification regarding the Bank Account number to be ‘now’ uploaded.
    1. At the time of registration in 1985 our designated bank account was :Nagarjuna Grameena Bank, Account Number: 3302
    2. With Bank mergers this became:APGVB – Andhra Pradesh Grameena Vikas Bank. Number: 103000564-2
    3. With recent FCRA stipulation, these banks are not approved by GOI- MHA.
    4. Now, we are opening our new bank FCRA account we intend to open at Andhra Bank, Chinthur Branch, East Godavari District, Andhra Pradesh. We will get the new account number tomorrow.
    Kindly advice us, which of the above number be uploaded by us as early, so that we can comply before end of this month.

      It is not clear, are you applying afresh for FCRA ? Or you are trying to revive your old account. Are you able to access your old details on FCRA portal ? Normally without a fresh password generally one cannot ? Seems a bit improbable, but if you are able to access your account, then excellent. Upload all the details as available.

      In case fresh application, then of course you will need to open a new account, wherever it it is included in the PFMS list.
